Bush?tax?cuts are set to expire at the end of this year, as is the payroll?tax?cut that was enacted last year and extended by President Barack Obama in February. The future of all those?tax?breaks is certain to be contentious as the fall elections near and as Congress approaches year-end votes on spending legislation.

Shulman said lawmakers also must decide on changes to the alternative minimum?tax?and determine what to do about several dozen already-expired?tax?breaks in such areas as research and development, ethanol, and schoolteachers who buy supplies for their classrooms.

"It is an issue we are tracking closely and we are quite concerned about and we are hopeful that these pieces of legislation will pass sooner rather than later," Shulman said.

Last year some taxpayers had to wait until mid-to-late February to file their returns because Congress made changes to the 2010?tax?law in December and the?IRS?needed more time to reprogram its processing system.

Shulman also told reporters he planned to step down as commissioner when his term ends this autumn. He was nominated by Bush in late 2007.

Yemeni leader purges army of ex-regime loyalists

SANAA, Yemen (AP) ? Yemen's newly appointed president fired several old-regime figures and relatives of the former leader in a major shake-up of the country's military Friday, a move meant to show he was making good on promises of reforms in the wake of his predecessor's ouster.

A statement by President Abed Rabbo Mansour Hadi said four governors and over a dozen military generals were sacked "to make way for new officials."

The shake-up came against the backdrop of growing concerns that Yemen's former President Ali Abdullah Saleh was using the loyalists to further destabilize the turmoil-wracked country. The move also came as hundreds of thousands of Yemenis took to the streets Friday demanding that Hadi purge the military of Saleh's relatives.

Among those sacked were some of Saleh's relatives, including his half brother who was the Air Force commander, and his nephew, who headed the presidential guard. In his more than 30 years as president, Saleh had stacked key security posts with relatives and loyalists.

Hadi also sacked a brother-in-law to Saleh's daughter who had headed a lucrative oil products distribution company, which was seen as an arm of the former president's vast economic wealth.

Saleh had clung to office during last year's uprising against his rule until he eventually signed a U.S.-backed, Gulf-brokered power transfer deal and handed power over to Hadi, his deputy at the time. The deal allowed Saleh to remain as head of the ruling party and granted him immunity from prosecution in return for leaving the presidency.

In February, Hadi was rubber-stamped as president in a nationwide vote in which he was the only candidate. He vowed to fight al-Qaida, which had exploited the country's yearlong turmoil to make substantial gains in the south, and restructure the armed forces, in which Saleh's loyalists and family members held key posts.

Saleh's half brother, Mohammed Saleh al-Ahmar, was sacked as Air Force commander and appointed assistant defense minister, an administrative post. He was replaced by the former governor of Marib province, Najeb Ali al-Zayedi.

The purge came just weeks after air force units ended their mutiny against al-Ahmar after Hadi promised to fire him. Al-Ahmar, who held the post for more than 20 years, had also angered the troops when he recently refused an order for helicopters to evacuate wounded soldiers after an al-Qaida attack killed more than 180 soldiers in the south.

Many in the military and government say that refusal was one example of how Saleh worked behind the scenes to obstruct the country's new U.S.-backed government as it struggles to bring about reforms. Air force officials said al-Ahmar called on the units after the Friday announcement, urging them to reject the shake-up.

Navy official Col. Mohamed Shimsan said the purge was a "very important step."

"It restores faith that had been missing in the government and reveals Hadi's power and his ability to make real changes, even with those close to Saleh," Shimsan told The Associated Press in Sanaa.

Hadi also replaced Saleh's nephew, Tariq Mohamed Abdullah Saleh, as the head of the Presidential Guard, transferring him to desert post. Longtime Saleh loyalist Mohammed Ali Mohsen was replaced as head of the Military's Eastern Command, which is responsible for areas where al-Qaida is active. He was transferred to an administrative post.

Other shake-ups included the replacements of governors in four provinces where al-Qaida has been active or had taken over large swaths of territory and entire cities and towns.

One was the governor of Abyan province, who was believed to have turned a blind eye to al-Qaida's growing influence during the uprising against Saleh as a way of warning the West and Gulf neighbors that without the longtime president, Yemen's security would unravel.

The governors of Marib, Hajja and Taiz were also replaced, according to the statement from Hadi's office.

But the sweeping changes have not affected all Saleh loyalists.

The ex-president's son Ahmed Ali Abdullah Saleh retained command of the Republican Guard, while another nephew, Mohammed Abdullah Saleh, kept his job as the head of the Central Security Forces.

In Washington, a State Department official welcomed the changes in Sanaa. "The Yemeni people have expressed their desire for political reform and a more representative government," said the official, who was not authorized to speak publicly on the matter.

Another U.S. official said the development appeared to show Hadi was both trying to appease protesters, and comply with the Gulf-brokered deal.

"But Hadi has pragmatically kept some of Saleh's military supporters and rivals in place," the official said, speaking anonymously because the official was not authorized to discuss the changes publicly.

In recent weeks, the military has been waging intense battles in the south to rout the militants. The area has seen heavy fighting in the past week after two subsequent militant attacks on Yemeni army bases. Al-Qaida's branch in Yemen, known as Al-Qaida in the Arabian Peninsula, is one of the terror movement's most dangerous offshoots.

Violence has continued to shake Yemen daily.

On Friday, a suspected al-Qaida militant died in a botched suicide attack on an intelligence office in the city of Mansoura in Aden province, after his explosives detonated prematurely, security officials said. A civilian who was likely tricked into giving him a ride on a motorcycle also died in the blast.

Another botched attack took place in Bayda province on Friday, where officials say a suicide bomber explosives detonated just a few hundred meters from an intelligence building.

In southern Abyan province, military officials and residents said the army pounded militant hideouts Friday in the city of Jaar, firing rockets and shelling barren farmland for several hours. Military officials said the land was used by al-Qaida as a meeting point and for weapons storage. There was no immediate report of any casualties. The officials spoke on condition of anonymity, in line with military regulations.

The story of a San Francisco cyclist who plowed into a pedestrian on March 29 and then apparently took to a bicycle blog forum to tell his side of the story is blowing up on the Web.

Chris Bucchere allegedly struck 71-year-old Sutchi Hui?who later died?at a busy San Francisco intersection, and then identified himself as the rider in the crash on a public Google?group for the?Mission Cycling Club .

The incident is making waves on the blog-o-sphere as readers weigh in on the cyclist's story. The post, which has since been removed from the forum, read in part, "The light turned yellow as I was approaching the intersection, but I was already way too committed to stop. The light turned red as I was cruising through the middle of the intersection and then, almost instantly, the southern crosswalk on Market and Castro filled up with people coming from both directions, ? so, in a nutshell, blammo."

The rider goes on, "Apparently I hit a 71-year-old male pedestrian and he ended up in the ICU with pretty serious head injuries. I really hope he ends up OK."

Hui died, but the medical examiner's report has not yet been released. In a statement to Yahoo News, the spokeswoman for the San Francisco District Attorney, Stephanie Ong Stillman, noted that the office is keeping an eye on the case, although no charges have been filed. Stillman emphasized, "We take pedestrian traffic fatalities very, very seriously."

Apparently so do many readers of blog forums, who weighed in on Bucchere's alleged actions. One biker wrote on SFist:

"It takes just one (bleeping) jerk like Chris to give a bad name to the countless other bikers whom obey laws and ride safely." Another added, speaking directly to Bucchere, "Your irresponsibility injured (and ultimately killed) a man and you took to the Internet to tell your story? Yeah, you deserve jail time."

Kevin LaKritz, a founder of Mission Cycling Club, learned of the incident through the public post, and told Yahoo News, "It's terrible, our thoughts go out to the family." LaKritz said of the post?, "Everyone was shocked and horrified when they read it. It's not what Mission Cycling is about. It's about creating a community through cycling." He added, "We don't condone reckless riding in any way."

Bicycling is a popular way to get around San Francisco, and while bike accidents that lead to pedestrian fatalities are rare, this is now the second incident to make headlines this year. Recently, 23-year-old Randolph Ang pled guilty to misdemeanor vehicular manslaughter for running a red light and hitting a 68-year-old pedestrian who also died.

The San Francisco Bay Guardian reports that Bucchere was a member of the mobile app strava.com, which tracks cyclist data and clocked the biker riding 35 miles per hour at the time of the incident.

In a statement on its website, the San Francisco Bicycle Coalition's Executive Director Leah Shahum denounced bad behavior on two wheels or four: "While we recognize that this case is still under investigation, we are deeply troubled by the just-released online account of the incident."

She added,"As advocates working for safer streets, we condemn reckless behavior?whether on a bicycle or in a car. Those who put others in danger should be held accountable for their actions."

Bucchere's Twitter, LinkedIn and website accounts are gone. But the social media trail that's left, if it checks out, won't exactly help Bucchere's case.

NMSU students win state's first business ethics competition

A possibly rogue state tax collector, anonymous complaints and supervisors turning a blind eye to questionable behavior.

Finding an ethical solution to that hypothetical situation recently earned a team of students from New Mexico State University first place in the inaugural New Mexico Ethics Competition.

Through its participation in the Daniels Fund Ethics Consortium, NMSU?s College of Business strives to teach principle-based ethics to its students. A team of those students competed in an ethics case competition hosted by NMSU and the University of New Mexico?s Anderson School of Management on March 30, in Socorro. NMSU took on teams from UNM, the New Mexico Institute of Mining and Technology and New Mexico Highlands University.

?I was very proud of our team?s performance and its ability to apply principle-based ethics to a tricky ethical dilemma,? said Bruce Huhmann, an associate professor of marketing at NMSU and the chair of the Daniels Fund Ethics Initiative at the College of Business. ?They received the hypothetical situation at 11 a.m. on the day of the competition and had only two-and-a-half hours to put together a presentation for a group of business people.?

The NMSU team?s case involved a star performer in the Texas Comptroller?s Office, Revenue Accounting Division. Complaints received through the agency?s anonymous hotline accuse the employee of using aggressive collection methods and abusive language, and accepting ?free? box seats to University of Texas football games. His superiors have been turning a blind eye to the alleged behavior because the employee does such a good job collecting overdue sales tax revenue from small business owners. Aside from the anonymous complaints, there is no evidence that anything illegal has occurred, but the situation is raising ethical red flags.

The students first were given roles to play in the organization and held a meeting to try to work out what was really happening. The students then had to come up with a 15-minute presentation to the judges, which would be followed by a 10-minute question-and-answer session.

In picking the winner, the judges lauded the NMSU team for successfully tying ethical principles to their solution to the dilemma and for providing thoughtful responses to challenging questions. One judge told the team, ?Sometimes the questions were tough, but you managed to give a good point in response.?

Business students Malcolm Winston, Ricardo Trejo, Emily McGowan and Chloe Kuntz-Philips, who also serve as ambassadors for the College of Business, fielded NMSU?s winning team. Grace Ann Rosile, an associate professor of management, prepared the team for the competition.

?The ethical principles these students are being taught include acting honestly and respecting others? rights and property, which should be used to guide decision making,? Huhmann said. ?The competition?s role-playing simulation challenged the students to follow their ethical principles in a difficult situation that could occur in any organization.?

Another group of NMSU students will face teams from the other seven Daniels Fund Ethics Consortium schools at an ethics competition in Denver later this month.

Egypt Brotherhood candidate stirs unease

CAIRO (AP) ? The Muslim Brotherhood's surprise decision to field a presidential candidate is stirring fears that the two biggest powers to emerge from the ouster of Hosni Mubarak ? the Islamists and the military ? are maneuvering to put in place a new rule in Egypt not much different from the old, authoritarian one.

If they succeed in divvying up the most important positions in government, the new leadership could be a blow to the hopes for an inclusive democracy that drove last year's uprising against Mubarak. Opponents of the Brotherhood and military warn that the maneuvering could lead to a repeat of the Mubarak-era domination by a single party of all executive and legislative powers ? only now with an Islamist tinge.

The Brotherhood controls nearly 50 percent of parliament and dominates the constituent assembly that is in charge of writing Egypt's new constitution. Given its electoral strength, its candidate ? Khairat el-Shater, the Brotherhood's deputy head but in reality its strongest figure ? instantly leaps to front-runner status for the presidency in the May 23-24 election.

"We didn't have a revolution to end up with a dictatorship of the one party," said the head of the liberal Free Egyptians Party, Ahmed Said. "If el-Shater is president, will he rule in the name of the people or according to the orders of the Brotherhood?"

The decision to field the Brotherhood's strongman was a surprise even to many of its own members, some of whom have openly expressed disappointment that the group is breaking an earlier promise not to run. They worry the decision sacrifices the group's credibility for short-term gains.

Liberals and secular leaders are fuming the group has abandoned its repeated promise to share power and fear it could monopolize rule, thwarting hopes for democracy. They worry eventually the Brotherhood may try to impose greater Islamic law restrictions and impose a new ruling elite of religious conservatives. Already, for example, a female Brotherhood lawmaker caused a stir by speaking out against the 4-year-old ban on female genital mutilation.

The Brotherhood clearly sees the presidency as vital to protect its political gains.

Since Mubarak's fall, its plan has been to use parliament to wield authority, promote its long-term Islamist agenda, and ensure the new constitution gives greater powers to the legislature, weakening the president's overwhelming authority. Two months after it convened, the Brotherhood has discovered that the parliament it dominates has little power, its attempts to replace the military-picked prime minister with its own have been blocked by the military, and competing Islamists were making their own bids for the presidency.

Saad Emara, a senior Brotherhood figure, said that after its parliament election victory the group has a right to real authority, the presidency, to implement its program.

Mubarak's ruling party "controlled all powers without a popular mandate," said Emara, also a lawmaker. "If we get the presidency, and we have majority in parliament and we can name the government, there will be some kind of harmony in implementing the project we want to achieve for Egypt."

El-Shater's nomination is also a bold play in the Brotherhood's convoluted relationship with the military, which took power after Mubarak's fall. Each distrusts the other but neither can afford a confrontation, so they have been dancing around each other in both cooperation and competition for power.

The generals have not commented on el-Shater, though state media close to the military have more sharply criticized the Brotherhood as power hungry.

However, some observers believe the nomination could not have come without a nod of approval from the military.

"A tactical compromise is entirely possible," said Steven Cook, an Egypt expert with the Council on Foreign Relations. "There is not a tremendous amount of trust but there is a willingness to make deals for short-term political interests."

The generals' top interest is to have a president who preserves the military's long-standing privileges and powers, amassed over nearly six decades at the helm of Egypt's political system. The military is believed to have been searching for a credible candidate to back, so far without success.

In el-Shater, the Brotherhood have put forward a powerful figure who would firmly establish the group's authority if he wins. But he is possibly a figure the generals can deal with, seen by many as an extension of the Mubarak-era politicians with a strong business background.

El-Shater, 61, joined the Brotherhood in 1974 and built a business empire. With other Brotherhood members, he founded one of the region's most established information systems companies, which survived a crackdown by the Mubarak regime in 1992. His businesses range from an upscale furniture chain to manufacturers of menswear and buses.

He became the behind-the-scenes strategist and top financier of the Brotherhood ? as powerful as its supreme leader ? and was imprisoned by Mubarak for 12 of the past 20 years. He is known as a supporter of free market economics but also as a conservative within the group, who shies away from addressing women in the eye in keeping with Islamist modesty demands. Brotherhood members who worked close to him say he is more pragmatic than ideological.

Khalil el-Anani, an expert on Islamic movements, likened el-Shater to Ahmed Ezz, a business tycoon who helped restructure Mubarak's ruling party in the 2000s to empower young, business-minded members and boost the potential candidacy of Mubarak's son Gamal to office.

"El-Shater created power centers within the group which answer to him," said el-Anani. "He is a broker, a man that you make business with. ... He is a kingmaker who doesn't have charisma. The military can easily trust in someone like him."

Emara, of the Brotherhood, said the group's nomination is "a strong card."

"There is a balance of power on the ground," he said. "We absolutely don't want a clash (with the military)... But we are trying to reach some kind of accord."

He denied any closed-door dealmaking. But he suggested the two sides could find a way of living together. He said the Brotherhood accepts that the military keep the defense and national security portfolios, while the Brotherhood wants power to deliver on issues of restoring security and improving the economy, education and health services and could put aside for now its demands for a more powerful parliament.

The U.S. and Israel have has seemed unalarmed by his nomination, and U.S. lawmakers have been among a stream of foreign dignitaries meeting him in recent weeks. "It was a very interesting and enlightening meeting," said Republican David Dreier, part of a congressional delegation that sat with him for over an hour Monday. He said el-Shater addressed human rights, women's rights and rule of law.

Commenting on el-Shater, Israel's vice prime minister said Sunday the peace treaty is in the interest of any Egyptian leader.

Critics say the presidential bid shows the Brotherhood only aims to dominate. Many liberals, leftists and secular figures have quit the constitutional assembly to protest Islamists' control of its formation.

"They are flexing their muscles," said Ziad el-Oleimi, a lawmaker for the Egyptian Social Democratic Party. "Between them and the military council, each is trying to assume as much power as they can while sidelining all other forces."

Even within the Brotherhood, there is dissent over the decision to field any candidate. The vote in the Brotherhood's Shura Council over whether to do so was close ? 56 in favor and 52 against. Dissenters have formed a group called "A Brotherhood Cry" that has held rallies objecting to the nomination and demanding the right to vote for whomever they prefer.

"People view us as ... a group that seeks to monopolize power," said Gafaar el-Zaafarani, a young Brother and son of a former leader.

Moreover, if a fully empowered Brotherhood can't ease Egypt's multiple problems, the group's long-term position is threatened. "If we are in the front, we may fail and our failure be exposed. This is a disaster."

Hani Sabra, a Middle East analyst with the Eurasia group, said el-Shater's candidacy shows the emboldened Brotherhood "enjoys a slight edge" in the competition with the military, though tensions could boil over if the generals retaliate by putting forward their own candidate.

"But the fact that the Brotherhood fielded el-Shater illustrates that it essentially called the shots."

Orbotix update proves that six Spheros are better than one (video)

It's far more than a pricey cat toy, but should you really shell out 130 bucks of a color-changing robotic sphere? Well, if you make it to the video after the break, you might just be buying six. Sphero's latest app pairing adds some pretty spiffy interactive games, that could prompt early adopters to make yet another impulse purchase. MacroLab lets you design programs for your flashy mechanical ball, enabling the device to roll every which way while also shifting speed and color. And the Android version supports multiple Spheros, letting you create a routine for an entire set to follow simultaneously. The second app, Chromo, tests memory and coordination, prompting you to move the ball every which way to match colors displayed on your iOS device. Both apps, while excellent video fodder, are likely to grow old just as quickly as the gadget's initial offering. So, if your wallet's not as big as your curiosity, the promo vids waiting just past the break should entertain you almost as much as a proper Sphero can.

Report: Google TV coming to Europe in September

Report: Google TV coming to Europe in SeptemberSony is making some more definitive statements on its plans to bring Google TV across to Europe. According to financial paper, Les Échos, Sony France's marketing director said that two devices, a set-top box, priced at €200 ($266) and a Blu-ray player, selling for €300 ($399), will launch in France this September. The paper reports that it could launch across the UK, Spain and Germany at the same time. Sony's Stephane Labrousse added that remotes for the new devices would also include a dedicated Android Market Google Play button to access the Android progenitor's apps and media content. The Japanese manufacturer's own Music Unlimited service will also be baked inside. Phew. There's no word just yet on whether these are the older Intel-based models or the new, possibly cheaper, ARM range set to ship later this year. However, we expect to hear plenty more noise from Sony on its Smart TV intentions over the next few months.

Seth MacFarlane's 'Ted' Trailer: Five Key Scenes

As a kid, did you ever wish on a shooting star that the stuffed animal your dad brought you back from his business trip would come to life?

No? Well, Mark Wahlberg did in his new movie "Ted," and to his surprise, his wish was granted.

"Ted" follows John Bennett (Wahlberg) as a 35-year-old still living with Ted, his faithful, vulgar stuffed friend from childhood. As he attempts to move on with his life, Ted continually shows up when he's unwanted — at least by Bennett's girlfriend, Lori (Mila Kunis). The comedy is written and directed by "Family Guy creator Seth MacFarlane in his big-screen debut. And if Ted sounds familiar, it's because MacFarlane is also voicing the bear.

Until the film hits theaters on July 13, here are the five key scenes from the restricted "Ted" trailer.

A Chance Meeting
John Bennett knocks Lori over at a club with his unique dance moves. The opening notes of "Sweet Disposition" by the Temper Trap start to play as he touches ice to her head, cueing the sweet montage of things new couples do together in romantic comedies. They have a playful paint war while repainting a bedroom, float blissfully on a lake and it all ends with an "I love you" kiss in bed. Aww. For all the romantics excited at the prospect of another "The Notebook" to drag their significant others to, think again.

Thunder Buddies for Life
Enter Ted. Frightened by thunder during a storm, a living teddy bear comes running into Lori and Bennett's room, hops into bed between them and starts singing (along with an equally scared Bennett) the thunder song. The tune is filled with a few choice words, hand motions and sounds that would make a sailor blush — not the usual children's lullaby.

He's No Corduroy
In true MacFarlane style, Ted isn't your usual cuddly teddy bear. While our first introduction to Ted is during a colorful rendition of a children's lullaby, our next meeting with the character shows a marijuana-smoking burnout suggesting what sex position Lori may be expecting from Bennett later that night. It seems even teddy bears lose their innocence as they get older.

Ted Meets Girl
Ted works at a supermarket and develops a crush on one of his co-workers. When Bennett asks her name, Ted says it's of the "white trash" variety. It leads to a hilarious scene where Wahlberg shows off his Marky-Mark skills, listing off the possible names in a way that might make Busta Rhymes a little jealous.

Exit Ted?
The trailer ends with dejected looking Ted walking in a dark alley sipping from a beer bottle. Maybe John Bennett grew up, gave into his girlfriend's request and cut ties with his unusual BFF? Lori can only hope.
